目前,我市已有离退休党员31.8万人。这些老同志虽然从工作岗位上退下来了,但他们仍然是党和国家的宝贵财富。许多老同志在促进改革与发展尤其是维护社会稳定、对年轻干部进行“传帮带”和培养教育青少年等方面发挥了重要作用。但是,也应看到,一些部门和单位对离退休党员在政治上、生活上关心很少,疏于管理,尤其是思想政治工作薄弱;在少数离退休党员中,出现了忽视学习,放松对自己的要求,不注重世界观改造的现象。有的老同志理想信念动摇,精神空虚,参加修炼“法轮功”等封建迷信活动,个别的甚至参与违法的聚集活动,造成恶劣的社会影响。因此,如何在使离退休党员老有所养、老有所乐的同时,在政治上严格要求,使他们坚持学习和组织生活,老有所教、老有所学,已是各级党组织必须研究和重视的问题。石景山区金项街街道工委、园林局颐和园离退休干部党支部和东城区老干部局关心爱护老干部,充分发挥离退休党员作用,加强老干部党支部建设的经验和做法值得借鉴。
