密云水库在40余m水深、有淤泥的地基上,用水中抛石填筑放缓坝坡,加固土坝,遇到不少难题。经广泛调研、大量试验、精心设计、强化管理和科学施工,工程终于优质、快速完成。本工程探明了低含砾粉细砂震动液化的原理,在淤泥上抛石时石、泥的运动基本机理,研制成功了一种新型抛石船,实施了一套准确、高效的抛石工艺等,有不少技术创新。密云水库六座坝的加固,事关首都安全,国务院和北京市领导十分关注。建设中坚持实事求是,认真执行基建程序和“三制”,按FIDIC和ISO9002要求,健全规章制度和管理体系,依靠科学攻克技术难关,精心设计、精心施工,做到质量优良、投资不超、工期提前,圆满实现了市政府“在建国五十年大庆前解除其对首都安全的威胁”的要求。
