2009年12月24日至26日召开的北京市委十届七次全会正式提出了建设世界城市的新目标。在今年北京市两会上,建设世界城市正式写入了北京市政府工作报告中。市委书记刘淇表示,世界城市行动计划将在北京“十二五”规划中分解落实。2007年召开的天津市第九次党代会提出了“提升优化第一产业,做强做大第二产业,大力发展第三产业,形成高端化、高质化、高新化的产业结构”的路线图,经济总量占全市一半的滨海新区成为天津打造“三高”产业最重要的载体。
