国民经济的发展离不开农业的发展,水利是农业的命脉。农业规模化经营方式及家庭联产承包责任制的政策都需要小型农田水利的支持,水利的快速发展能够有效推动农业增产、农民创收。不过有多种问题存在于小型农田水利发展的过程中,严重制约了农业经济的发展,在小型农田水利中运用合作治理模式来促进其发展。
The development of national economy is inseparable from the development of agriculture, water conservancy is the lifeblood of agriculture. The policy of large-scale agricultural management and household contract responsibility system requires the support of small-scale farmland water conservancy, and the rapid development of water conservancy can effectively promote agricultural production and farmers’ income. However, many problems exist in the process of water conservancy development of small-scale farmland, seriously restricting the development of agricultural economy and using cooperative governance mode to promote the development of small-scale farmland water conservancy.
