为加强对全市水资源的集中统一管理,积极建设节水型城市,促进经济和社会的全面、协调、可持续发展,2004年5月,北京市市政府组建了北京市水务局,承担原市水利局的全部水行政管理职责,同时承担市政管委的城市供水、节水、排水与污水处理方面的职责,以及负责本市规划市区内地下水的开发、利用和保护等工作。根据市政府的要求,各郊区县也相应成立了水务局,同时,各乡镇成立了水管单位,市供水、排水大型企业划归该局监督,实现了水资源的统一管理。
