道路交通运输是国家政治、经济文化生活的重要保证。特别是像我国这样一个发展中国家,更是道路交通运输快速发展的一个重要前提。但是,现实的超限运输问题,时刻危及到道路交通的安全,严重破坏公路路面及其桥梁设施,造成国家交通规费的大量流失,容易引发道路交通事故,危及人民群众的生命财产安全,导致我国市场经济特别是汽车工业及物流运输业的畸形发展。因此,依法治理并控制超限运输刻不容缓。
Road transport is an important guarantee for the country’s political, economic and cultural life. Especially for a developing country such as ours, it is also an important prerequisite for the rapid development of road transport. However, the actual problem of over-limit transportation always endangers the safety of road traffic and seriously damages the road surface and its bridge facilities, resulting in the drastic loss of national traffic fees and easily causing road traffic accidents and endangering people’s life and property safety. As a result, China’s market economy, especially the abnormal development of the automotive industry and logistics and transport industry. Therefore, it is imperative to govern and control overrun by law.
