职业教育事业的发展,有自己的运动过程,它是社会大系统里的一个小系统,随着社会进步和经济发展不断地变化,并不断地丰富着自己。与此同时,它也要求新的理论概括和法律保障,作为职业教育根本大法的《职教法》也存在一个健全和完善的过程。
