目的研究一套科学合理、有效可行,适合重庆市基层医疗卫生机构关于基本公共卫生服务的绩效考核指标体系。方法采用文献分析法、专家小组讨论和德尔菲专家咨询法进行指标体系的构建。结果专家权威程度均值为0.892 4,两轮专家咨询的协调系数分别为0.349和0.497。指标体系分为三级,其中一级指标3项,依据权重大小依次为服务效率、服务量和反应性;二级指标8项;三级指标27项。整个指标体系总的Cronbach’sα系数为0.875,具有很高的内部一致性,指标体系的总信度较好。对两次专家咨询指标体系中的三级指标标进行适当性(Kaiser-Meyer-Olkin,KMO)检验和Bartlett球形检验,得到KMO=0.825,球形检验P<0.001,指标体系有较好结构效度。结论本绩效考核指标体系能测量出真实的基层医疗卫生机构从事基本公共卫生服务水平。
Objective To study a set of performance evaluation index system which is scientifically reasonable, effective and feasible and suitable for basic public health service in primary health care institutions in Chongqing. Methods The index system was established by literature analysis, expert group discussion and Delphi expert consultation. Results The mean value of expert authority was 0.892 4, and the coordination coefficients of two rounds of expert consultation were 0.349 and 0.497 respectively. The index system is divided into three levels, of which three indicators of a level, according to the weight of the order of service efficiency, service volume and responsiveness; eight secondary indicators; three indicators of 27. The overall Cronbach’s α coefficient of the index system is 0.875, which has a high internal consistency and the overall reliability of the index system is better. The Kaiser-Meyer-Olkin (KMO) test and Bartlett’s test of the three indicators in the expert consultation index system were performed. The KMO was 0.825, the spherical test was P <0.001, and the index system had good structural validity . Conclusion The performance appraisal index system can measure the actual primary health care institutions engaged in basic public health services.
