哈尔滨住房公积金管理中心是代表市政府管理全市住房公积金的机构,负责全市市区包括市属十二县(市)住房公积金的缴存、使用、提取、核算和编制使用计划等管理工作。在住房公积金归集工作上,十几年来,我们一直采用委托银行经办的方式进行。这种方式对公积金制度的起步和初期发展起到了积极的推动作用。但是,这种归集方式存在资金被截留、管理不规范、服务不到位问题。为进一步加强和改善公积金归集工作,我们在保留委托银行归集方式的同时,与市、区有关部门积极沟通,经中国人民银行哈尔滨中心支行批准,同意我单位采用特约委托收款结算方式,办理住房公积金缴存业务,运行两年来显著效果。
