直管公房是指产权属于国家所有,并授权房地产管理部门直接管理和经营的房屋。主要有以下几种类型:解放后国家没收官僚资本家等的房产;1958年对私人出租房进行社会主义改造完成后接管的房产;建国后为改善城市居民住房困难和计划经营需求修建的一批住宅和非居用房;近年来城市建设综合开发中的一部分公建配套用房。直管公房大多由于年代久远,完好率比较低,加之这几年旧城镇改造城市人口转移,原先位于繁华地段的大部分营业用房反而地处后街后巷,使得房屋空置率上升,经租率下降,经租效益明显下滑,有鉴于此,当前必须切实加强直管公房的经营与改革,提高公房使用效益,确保国有资产保值增值。笔者认为,加强国家直管公房的经营与改革可以从以下五方面着手进行:
