我国80%以上的小学生在农村,抓好农村小学的体育教学是提高民族素质的一件大事。然而,我市农村小学的体育课长期以来处于自流状态,有的名存实亡,主要原因是缺乏体育教师。1986年,我市有小学529所,学生68742名,按每400名学生配备一名专职体育教师计算,需体育教师172名,而当时仅有专职体育教师20名,即使加强师范教育培养体育师资,恐怕十年八年之内也难解决。为了使农村小学生德智体得到全面发展,我们过去曾要求由班主任上体育课,但是这些班主任因为没有受过专业训练,缺乏体育知识,不懂教法和技能,所以他们有的干脆不上,有的采取“一个哨子两个球,教师学生都自由”的放羊式教学方式,根本完不成教学计划。小学阶段是全面发展学生身体素质,尤其是发展他们的基本活动能力(跑、跳、投、攀、爬、支撑、平衡、协调等)和各种基本技能技术的最佳时期,由于体育课教学不能按教学计划正常进行,因而错过了对学生进行体育教育的有利时机,影响了儿童的身心发展。

The primary school stage is the best period for the comprehensive development of students’ physical fitness, especially for developing their basic activities skills (running, jumping, casting, climbing, climbing, supporting, balance, coordination, etc.) and various basic skills and techniques. Can not normally follow the teaching plan, thus missed the favorable opportunity for physical education for students, affecting the physical and mental development of children.
