目的:了解武汉市新农合运行情况,对推动新农合的稳步发展提出对策和建议,为政府建立健全相关政策提高参考。方法:收集2009-2013年武汉市新农合办的统计信息数据,运用SPSS 2.0进行统计分析。结果:截止2013年末,全市参合农民282.895 3万人,参合率99.9%,中央财政和省级财政占筹资总额的62%,44%的住院患者流向了县级医疗机构,参合者受益面上升到286.08%,政策范围内补偿益率达到75.3%。结论:武汉市新农合整体运行情况良好,下一步要加快市级统筹推进步伐,方便农民就医,进一步提高参合农民的受益水平。
OBJECTIVE: To understand the operation of NCMS in Wuhan, to put forward countermeasures and suggestions to promote the steady development of NCMS so as to improve reference for the government to establish and improve relevant policies. Methods: Collecting the statistics data of Xinnongjia in Wuhan from 2009 to 2013 and using SPSS 2.0 for statistical analysis. Results: As of the end of 2013, the number of peasants in the city was 282.895 million, with a participation rate of 99.9%. Central government and provincial finance accounted for 62% of the total funds raised. Forty-four percent of inpatients went to county-level medical institutions, and the beneficiaries’ participation increased to 286.08%, and the compensation rate within the policy range reached 75.3%. Conclusion: The overall NRCMS operation in Wuhan is in good condition. The next step is to speed up the pace of co-ordination and promotion at the municipal level, facilitate the peasants to seek medical treatment, and further enhance the benefit level of participating peasants.
