南方电网西电东送是西部大开发的标志性工程。介绍了南方电网西电东送的交易品种、组织形式和电价水平,分析了“十一五”西电东送省政府框架协议执行履约率不高的原因,指出了交易取得的经验与存在的问题,提出了开展省间合约转让与置换交易的思路,以期为我国西电东送发展和运营提供一定的借鉴参考。
