浙江省义乌市鸡鸣山社区常住人口3512人,流动人口8000多人,社区现有3个基层党支部、1个楼宇支部和1个“两新”社会组织党支部,辖区单位16个,在职党员126名。面对“两新”组织不断涌现、流动人口中的流动党员管理、单位党建资源分割、党建盲点不断增多的现实挑战,2012年年初,鸡鸣山社区党委酝酿对社区党建工作进行创新,出台了《关于开展社区“开放式党建、联动化服务”活动实施方案》。“开放式党建、联动化服务”由此应运而生。
