俗话说:“没有规矩不成方圆。”在日常工作中,从上到下各级都立了不少规矩,订了不少措施,几个不准,朗朗上口,可见决心之大,信心之足。但是,“立规矩”与“守规矩”有时不太协调,尤其是个别领导干部,认为“立规矩”是时下面而言的,哪有自己往头上套紧箍咒的,甚至认为规矩定了是应付上级检查和群众耳目的,这种做法损害了干部的形象,挫伤了群众的积极性。
