糖业烟酒一分公司隆昌兴基层商店有五个门市部,五十七名人员,去年十月末机构调整以后,商店拱抓了干部思想作风革命化,实行丁“四一一制”。“四一一制”就是干部每周除去休息一天以外,四天参加劳动,一天学习,一天集体研究工作和参加上级有关会议的制度。实行这种制度保证丁基层干部基本不脫产,促进了基层领导革命化。通过一段实践,看来有以下几点好处:首先,密切了干部和群众的关系,激发了群众的积极性。过去干部参加劳动,喊得多,干得少,按职工的说法是“只听楼梯
