笔者最近翻阅了若干年的案卷,从中发现了许多怪现象,文件也和自然界一样,有着春、夏、秋、冬之轮变,年复一年顺季延时复现,唱的是“四季歌”,讲的是“客套话”,上下左右,东西南北几乎都是一个版片,一副腔调。春节将临总要有反对铺张浪费,禁止赌博的文件,冬季总要讲防火,还有春耕,夏收夏种,等等。当然,笔者不反对制发这些配合当时主要工作的文件,但这些文件确实存在着不少问题,有一份春节“刹三风”的文件,其中有:“不要铺张浪费,不要吃请受贿,不要大办婚事,不要赌
