阜阳市颍州区拥有农民党员6403名,其中没有担任村干部的无职党员5325人,占农民党员总数的83．2％。这些党员中,虽有少数组织观念淡薄,不思进取,但绝大多数上进心强,渴望干一番事业。一些党员抱怨:不是我们目无组织,而是没有人组织。与此相对应的是有些基层党组织面对改革开放的新形势,苦无良策把无职党员团结起来助自己一臂之力,他们也有怨言:不是我们不想招呼,而是我们缺少招数。
Yingzhou District, Fuyang City, has 6403 peasant members, of which there are no village cadres, 5325 non-partisan members, accounting for 83.2% of the total number of peasant members. Although a small number of these party members have weak ideas and do not make progress, most of them are ambitious and eager to do something. Some Party members complain: It is not that we are unorganized, but that no one is organized. Corresponding to this, some grass-roots party organizations face the new situation of reform and opening up. They are unprofitable to unite non-party members to help themselves. They also complain that it is not that we do not want to say hello but that we lack tactics.
