本文分三个时期阐述了国民政府分税制财政体制建立和调整的情况,对每一次变化大体分析了调整的原因、主要内容和利弊。并对这一发展演变的历史作了概括性的总结,肯定其制度演变的现代化趋势和进步性,也指出了其存在的问题及其启示。
This article elaborates the establishment and adjustment of the fiscal system of the tax-sharing system of the Kuomintang government in three phases, and analyzes the reasons, main contents, advantages and disadvantages of the adjustment for each change. Summarizes the history of this development and evolution, confirms the modernization trend and progress of its evolution, and points out its existing problems and their enlightenment.
