地方性水利建设,投资少,见效快,对社会经济发展十分有利。但是,当前有些地方的水利建设存在着一个亟待解决的问题——急于上项目而不按基本建设程序办事。最突出的问题,就是将可行性研究与初步设计硬性压并到一起完成。一些地方政府及所属水利部门,基于本地区的利益,为了向国家有关部、委争取基建投资,在获知一定的信息后,便力争在最短的时间内拿出形式上完整的上报材料。他们一方面通过多方努力使投资意向基本确定;另一方面从国家已完成的本地流域规划中选定目标,或自行决定,让承担项目的勘测设计单位以最快的速度完成设计工作。作为乙方的勘测设计单位,在实行了企业化管理之后,取消了事业费,生产任务又不饱满,
