作为指导一国年度经济发展的基本法律文件 ,俄政府预算自 1 992年以来一直是政府与国家杜马之间的争吵对象。自普京接任总统职位以来 ,在 2 0 0 0年首度实现初预算盈余、2 0 0 1年实现预算平衡的基础上 ,向政府提出 2 0 0 2年联邦预算盈余的目标。同时 ,要求根据国际石油市场行情在预算中建立稳定基金。然而 ,在总体经济形势初步恢复的背景下 ,政府与代表各种游说集团利益的杜马代表之间为完成各自的任务 ,针对 1 2 6 5亿卢布的账面盈余展开了激烈的争吵。尽管在“9· 1 1”事件的新压力下 ,俄政府最终作出了妥协 ,但俄罗斯 2 0 0 2年的经济发展也因此增添了更多的变数。总体上 ,围绕联邦财政预算的争执不仅反映了俄在过渡时期的不同经济发展方针 ,而且还涉及到俄政府与议会、中央与地方以及俄罗斯与国际经济组织之间关系等方方面面的关系。
As the basic legal document guiding the annual economic development of a country, the budget of the Russian government has been the object of quarrels between the government and the State Duma since 1992. Since Putin took over the post of president, he has set the goal of surrendering the federal budget surplus to the government for 2002 on the basis of achieving the initial budget surplus for the first time in 2000 and the budget balance achieved in 2001. At the same time, it is required that a stable fund should be set up in the budget according to the international oil market. However, with the initial recovery of the general economic situation, the government and the Duma representatives representing various interest groups lobbied for fierce arguments over the book balance of 126.5 billion rubles for fulfilling their respective tasks. Despite the final compromise made by the Russian government under the new pressure of September 11, Russia’s economy expanded in 2002 by more variables. In general, the disputes surrounding the federal budget not only reflect the different economic development guidelines of Russia during the transition period, but also relate to the relations between the Russian government and the parliament, the central and local governments, and the relations between Russia and the international economic organizations.
