Xiaoping Theory is the guiding ideology to solve the issue of “agriculture, countryside and farmers”. To solve the problem of land is the fundamental issue of rural areas. The marketization of agricultural production is the key to solve the agricultural problems. Improving the quality of peasants is the basis for solving the problem of increasing farmers’ income.
