August 20-25, 1923, the Chinese Socialist Youth League held its second national congress in Nanjing. The congress defined the relations between the parties and the masses and stipulated that the youth league should completely obey the Communist Party’s political principle and maintain an independent body of work and organization. For the first time, the relationship between the party and the masses was formally established on the basis of the principle stipulated by the Communist International, laying the foundation for the smooth development of the party-party relations in the future.
