上访问题是中国乡村的一种独特现象,透过对农民上访整个过程的考察与研究,可以透视基层政府与农民的关系,以及基层政府和上级政府之间的关系。2004年中国提出构建和谐社会的主题,不仅注重经济的增长速度也重视经济与社会的协调发展。近几年来,党中央尤其重视新农村建设,目的也是促进农村和谐稳定。本文从制度层面上对农民上访进行了思索。
The petition petition is a unique phenomenon in rural China. Through the investigation and study of the entire process of petitioning farmers, we can see the relationship between the grassroots government and peasants and the relations between grassroots governments and superior governments. In 2004, China put forward the theme of building a harmonious society. It not only paid attention to the speed of economic growth but also emphasized the coordinated development of economy and society. In recent years, the CPC Central Committee has paid special attention to the building of a new countryside with the purpose of promoting harmonious and stable rural areas.
