我国城市改革的进程大致是: ——改革通过试点,由点到面逐步展开; ——改革由小企业发展到大、中型企业,由小商品发展到大商品,由中、小城市发展到大城市,是由易到难地向前推进; ——改革从搞活企业入手,逐步配套,由微观搞活到既考虑微观搞活又要加强宏观控制和管理; ——城市经济结构正在由纵向封闭型的条块状结构向横向开放型的网络状结构转化; ——我国正由对外封闭转为对外开放,开放范围不断扩大; ——城市经济正在由过去忽视价值规律的带有自然经济特征的产品经济,向社会化的有计划的商品经济转化; ——改革正逐步由经济基础向上层建筑领域发展,城市政府机构管理经济的职能开始转变。
