包括经贸在内美国对华外交的各个领域,美式游说公关正发展成一个增长型行业。这个行业中,行为主体已不光是美国政府和商会,立足美国的跨国公司和美国的大学、智库及其他民间团体也纷纷参与进来。在前不久的第二次中美战略与经济对话中,美式游说再次显现了强大的能量。除美国商务部率领庞大贸易团来华展开频繁公共攻势外,美国商贸组织私下的动作也异常紧密。
The U.S. lobbying for public relations is developing into a growth-oriented industry in all fields of U.S. diplomacy with China, including economy and trade. In this industry, the actors are not only the U.S. government and chambers of commerce, multinational corporations based in the United States, universities in the United States, think tanks and other non-governmental organizations have also been involved. In the second Sino-US strategic and economic dialogue not long ago, American lobbying once again showed a great deal of energy. Apart from the frequent public offensive by the U.S. Department of Commerce in leading a large trade delegation to China, the U.S. trade and business organizations are also acting exceptionally privately.
