目标管理作为一种以宏观调控为手段，体现责、权、利相统一的综合考核体系，是森防工作面向市场，适应市场经济的需要，更是林业内在规律和森防自身性质所要求的。目标管理又是通过几个宏观指标来实现的，这就要求指标必须科学、规范。保证指标的可操作性。同时目标管理的贯彻实施还需要正确的技术路线，有效的经济手段和强有力的政府行为作保证。
