近五年来,我们河北省赵县人大常委会积极推动村民代表会议制度的建立和完善,使之在农村政治生活、经济生活、社会生活等领域发挥了引人注目的作用。基层干部和群众说:“村民代表会议是治难、治乱、治贪、治穷的灵丹妙药,是打开农村民主生活的金钥匙。”经过多年的实践,村民代表会议制度在理论上不断升华,在实践中不断完善。我们在工作指导上突出了四个重点:
