新农村建设的主体是农民,关键则是干部,尤其是村干部。正如毛泽东同志所说,“路线决定以后,干部就是决定因素。”因此,村干部队伍建设状况直接关系到新农村建设的成败。为把握村干部队伍建设情况,我们自2009年上半年起选择威海市十几个行政村,就村干部队伍问题进行了问卷调查与实地访谈。调查结果表明,威海市村干部队伍建设受到中共威海市委与市人民政府的有效领导与高度重视,总体形势良好,但也存在着某些令人担忧的问题。
The main body of the new rural construction is the peasant, the key is the cadre, especially the village cadre. As Comrade Mao Zedong said, cadres are the determining factor after the decision of the “line.” Therefore, the status of village cadre building is directly related to the success or failure of building a new socialist countryside. To grasp the construction of village cadres, we have chosen a dozen administrative villages in Weihai since the first half of 2009 to conduct a questionnaire survey and field interviews on the issue of village cadres. The survey results show that the construction of village cadres in Weihai is effectively led and highly valued by the CPC Weihai Municipal Party Committee and the Municipal People’s Government, and the overall situation is good. However, there are some worrisome problems.
