由于黄河河床逐年淤积抬高 ,因此“96·8”洪水虽然流量不大 ,但水位表现高 ,洪水推进速度慢 ,滩区淹没面积大且受淹时间长 ,滩区群众的生命财产安全受到严重威胁。对滩区村庄实施搬迁和在滩区内修筑村台安置移民是解决滩区群众安全问题的有效办法。黄河滩区移民搬迁的实施措施主要有 :加强领导 ,因地制宜 ,科学决策 ;科学编制新村建设规划 ,坚持走“平垸行洪 ,移民建镇”的路子 ;实行黄河滩内外土地调整 ;制定优惠政策 ,多方筹集资金 ,鼓励滩区群众移民搬迁 ;精心组织 ,加强监督 ,确保工程建设质量。最后还对山东黄河滩区移民搬迁中存在的问题提出了一些看法和建议
