一、正确处理实践先行和理论研究的关系。在当前改革处于攻坚阶段、发展处于关键时期的形势下,推进干部制度改革,尤其要坚持正确的理论指导。应该讲,近几年我们在干部制度改革方面,对实践经验是比较重视的,这无疑是正确的,但相比之下,理论探讨特别是政策的研究显得不够,改革方案筹划缺乏系统性,工作处于零打碎敲的状况。
First, the correct handling of the relationship between practice and theoretical research. Under the situation that the current reform is in a crucial stage of development and the development is in a crucial period, the reform of the cadre system should be promoted. In particular, we must uphold the correct theoretical guidance. It should be said that in recent years we have attached more importance to practical experience in the reform of the cadre system.
