党中央和历代国家领导人,都十分重视和培养干部,特别是选拔和培养政工干部。因为党的路线、方针、政策一但确定,干部就是执行贯彻的重要因素。要培养适应新世纪的政工干部,必须有一支精良、德、才兼备的政工队伍。在改革的大潮中怎样提高政工干部的素质?江总书记在《努力建设高素质的干部队伍》中就明确指示,“任用干部必须坚持任人唯贤,反对任人唯亲,坚持公道正派和实事求是地对待干部。要把那些群众公认执行党的路线并有政绩的人,及时地选拔到各级领导岗位上来”。本文将从思想品格、知识结构、能力结构和非认知因素及言教与身教等几方面,对改革中的政工干部应具备什么样的素质进行探讨。
