中共中央关于《当前农村经济的若干问题》中指出:“实现农业发展目标,必须合理利用自然资源,保持良好的生态环境”,“要面向广阔的山区、丘陵、草原和水面、海域、滩涂、有计划地开发建设,”“开发荒山、荒水以及其他多种经营方面,都要建立联产承包责任制”。 黄土高原各地,有广阔的荒山、荒坡、荒沟、荒沙,有丰富的水土资源,急待开发利用。水土保持是开发荒山荒沟、合理利用水土资源的重要途径,是一项开发性的生产活动与基本建设。
