2003年1月6日,连续几天的大雪,使寒冬腊月的北京格外寒冷。然而,全国科技工作会议会场上却气氛热烈、热气腾腾。这次大会开得很有新意。与以往大会期间主要是科技部内部大会发言、典型经验交流的形式不同,此次大会是首次7大“科”字头单位的大联合:除科技部部长徐冠华作大会主报告外,教育部、国防科工委、中国科学院、中国工程院、国家自然科学基金委、中国科协的代表都在大会上作了重要报告。这一大联合的态势,意味着我国科技界将在解决事关全局性的科技问题方面,采取更有力的实际行动。因此,这次大会也是一次建设国家创新体系的总动员。由此,大会上的热点话题也就更引人注目。

However, there was a warm atmosphere and a steamy atmosphere at the conference of the national science and technology work conference. This conference is very innovative. In the past, the meeting was mainly composed of internal speeches made by the Ministry of Science and Technology and typical exchange of experiences in different forms. The conference was the first major alliance of seven major “head” units: In addition to Minister Xu Guanhua, Minister of Science and Technology, Representatives of the State Commission of Science, Technology, Chinese Academy of Sciences, Chinese Academy of Engineering, National Natural Science Foundation of China, and China Association for Science and Technology made important reports at the conference. Therefore, this conference is also a general mobilization for building a national innovation system. As a result, hot topics at the conference are also more eye-catching.
