“六五”计划以来,指导性计划逐步代替了指令性计划,成为计划的主体,使许多经济内容从严格控制迅速扩展到粗线条管理。但是我们发现指导性计划由于缺少必要的条件,如市场的健全、宏观调控机制的建立等,不能很好地发挥作用,在实践中,已经变成了事实上的无计划。 指导性计划无疑必须通过经济利益的调整去影响经济行为,调节各方面的利益,使之沿着既定的目标形成一种合力,这个目标应是整个国民经济的高速发展。因此,它需要影响生产,影响消费,影响流通和交换。
Since the “Sixth Five-Year Plan”, the guiding plans have gradually replaced the mandatory plans and become the main body of the plan, resulting in the rapid expansion of many economic contents from strict control to bold line management. However, we find that the guiding plan can not function well due to the lack of necessary conditions, such as the soundness of the market and the establishment of a macro-control mechanism. In practice, it has become a de facto unplanned project. The guiding plan, of course, must undoubtedly have to affect economic activities through the adjustment of economic interests, adjust the interests of various sectors and bring about a resultant force along the established goals, which should be the rapid development of the entire national economy. Therefore, it needs to affect production, affect consumption, affect circulation and exchange.
