公共产品、政府、民主与专制体制,都是追求经济效率最优的制度选择结果。民主、专制体制各有特点,并适应不同社会发展阶段。随着人类社会经济发展,公共产品规模的不断扩大,专制终将被民主所替代。在公共产品达到相当规模的社会发展阶段,“第三条道路”可以是一种动员一定量社会成员参与公共决策,决策科学性达到一定水平的制度安排,同样是一种效率最优的制度安排。
Public goods, government, democracy and autocracy are the result of institutional choices in pursuit of the most economical efficiency. Democracy and autocracy have their own characteristics and adapt to different stages of social development. With the social and economic development of human beings and the continuous expansion of public products, autocracy will eventually be replaced by democracy. In the stage of social development when the public goods reach a considerable scale, the “third way” can be a system arrangement that mobilizes a certain amount of members of the society to participate in public decision-making and the scientific decision-making reaches a certain level.
