在社会主义新文化建设中纳入传统民间文艺要解决一系列具体问题,包括传统民间文艺与社会主义文化意识形态上的不匹配怎样解决?对民俗文化功能与社会政治运行的差异如何解释?对作家和工农群众共同参加新编民间文艺作品的活动的关系怎样描述?社会主义新文化与民族传统文化兼容并包的总体原则是什么?以及上述理论构建对于发展党性民间文艺和民间文艺学学科建设各有哪些作用?等等。这些都是十分重要的问题,需要做出回答。苏联民间文学理论界经过十月革命,20世纪30—40年代的文艺理论建设,与1950年之后的苏联民间文学研究问题大讨论,对党性民间文艺与社会主义文化建设的关系已做出了一些回答。这套苏联理论在输入中国之前,苏联民间文艺界还产生了两个值得注意的动向:一是将曾经出现的民间文艺政治化、简单化的做法,转为与马克思主义社会进化史论和艺术观相结合,使之进入社会主义社会建设进程;二是将对民间文艺作品中的反抗斗争主题的研究,转为对民间文艺体裁史和编年史的理论研究,开启了民间文艺学的学科建设工作。自20世纪50年代起,苏联理论著作和高校教材进入我国,里面都有这两种倾向。在我国,当时党性民间文艺、社会主义新文化与高校民间文艺学学科一起建设,从性质上说,是新国家的政治建设、文化建设和教育建设都在起步,各种建设齐头并进。
