To strengthen the study of leading cadres’ political theory is a long-term strategic task. In practice, we realize that only by firmly grasping the key to becoming the “first principal responsible party” of party chiefs and party secretaries in particular can we truly enhance the theoretical study of leading cadres so that quality can really rise.
