中共中央在党的十七大工作报告中指出:统筹城乡发展,推进社会主义新农村建设。要加强农业基础地位,走中国特色农业现代化道路,建立以工促农、以城带乡长效机制,形成城乡经济社会发展一体化新格局。根据村镇体系的相关原理,以及寒地的特殊环境和现实问题,对寒地村镇规划几点思考。
The CPC Central Committee pointed out in its report on the work of the 17th CPC National Congress: To make overall plans for urban and rural development and to promote the building of a new socialist countryside. We should strengthen the basic position of agriculture, take the road of agricultural modernization with Chinese characteristics, set up a long-acting mechanism of promoting agriculture by industry and bringing towns with cities, and create a new integrated pattern of urban-rural economic and social development. According to the relevant principles of the village and town system, as well as the special environment and the reality of the cold area, some thoughts on the planning of the villages and towns in the cold area are given.
