On 19 October, Russian President Boris Yeltsin announced his departure for New York to attend the 50th anniversary of the United Nations and announced his intention to lift Kozyrev because of the failure of Foreign Minister Kozyrev to ensure coordination with other ministries. On the very next day, Yeltsin publicly stated that he did not intend to revoke Kozyrev’s foreign minister, but instead considered it necessary to equip Kozyrev with an assistant.
