共和国已走过50个春秋,改革开放也历经风光无限的21年。时值世纪之交,我们在回顾、梳理改革成就时自豪地发现,在中国功效卓著的改革开放中,许多具有历史意义的重大举措和事件,是从石油工业开始的:从1亿吨原油大包干到“海洋特区”的构想;从海洋油公司的组建到陆上“两新两高”管理模式的建立,从借债发 展到海外上市融资;从政府管制到市场定价;从行业分割到石油石化大重组……这些影响着整个中国现代化进程的重要经验,无一不映照着中国石油工业21年来具有创建性的卓越努力。同时,我们也发现,历次改革,都伴随艰难与险阻,但阵痛之后是新生。正在进行的石油石化重组改制,更是一场脱胎换骨的革命。它必将在彪炳青史的中国改革历史性成就里写下浓重的一笔!
