各市、县、自治县人民政府,省府直属各单位:去年以来,我省各级政府坚决贯彻执行党中央、国务院关于治理整顿的方针,并已取得了明显的效果。但在经济工作中暴露出来的一些深层次问题仍未得到根本解决。同时,去年下半年以来,又出现市场疲软,工业速度回落过猛,部分企业停产半停产等一些新矛盾。因此,今年经济生活中的各种困难仍然比较集中。我省从今年起要为国家分担困难,增加对中央财政的上缴任务,各项增支减收的因素也会增加,整个财力的盘子仍然很紧。为了保持全省社会的稳定,保持国民经济持续、稳定、协调的发展,各级政府必须牢固地树立起过几年紧日子的思想,继续深入开展“双增双节”活动,并作为治理整顿的一项重要工作列入议事日程,切实抓紧抓好。现就有关问题作如下通知:
