近年来,随着有关部门对农贸市场进行的监督检查状况看,农资市场存在三大问题,严重影响了市场经营质量。 一是无证经营、超范围经营问题。根据国家有关规定,化肥、农药等农资类产品均属国家许可证管理调整的范围,销售也要具备相应的资质条件,并由有关部门审查后发证方可经营。近几年有些私营、个体业户融入了这类市场,部分业户既无执照又无场地。由于不具备条件,进货质量把关不严,假冒伪劣产品给消费者造成了较大损失。
