为了贯彻落实中共中央组织部、人事部、科技部《关于深化科研事业单位人事制度改革的实施意见》（人发[2000]30号）和河南省人民政府《关于深化科研机构管理体制改革的意见》（豫政[2001]5号）,积极推进我省科研事业单位（指自然科学与技术类科研事业单位,以下简称科研机构）人事制度改革,激发广大科技人员的积极性和创造性,促进科研事业发展,现就科研机构人事制度改革工作提出如下实施方案。
