近几年我国“电荒”形成的主要原因是由于供给基础不够坚实和供给跟不上需求过快增长所导致的。价格机制作为调节供求的重要工具,可以通过影响电力供给基础、供给激励、供给能力和影响电力时段需求、阶梯需求、行业需求等途径来调节电力供求关系,减小电力供求缺口,从而缓解“电荒”。然而,现有电价机制由于改革不够到位,存在一定扭曲僵化,使得电价调节供求的传导机制受阻。因此,对现有电价机制的进一步改革和完善具有重要的紧迫性。

Therefore, there is an important urgency for further reform and improvement of the existing tariff mechanism.
