Flood control work has a direct bearing on people’s lives, property and safety, as well as on the overall situation of reform, development and stability. In particular, this year’s event of great significance to the two major events attracting worldwide attention in the 15th National Congress of the return of Hong Kong to the motherland and the party. Jingxing County was one of the ten most affected areas in the province in the flood disaster in 1996. In order to ensure a safe flood season this year, we started as early as possible and did a good job in the following areas: First, we should learn from our mistakes, raise our awareness and strive to enhance people’s awareness of flooding. Flood awareness, to overcome the paralysis of leading cadres at all levels and the general public luck, is the first prerequisite for flood control work. This year, we conscientiously reflected lessons from floods, summed up the experience in flood fighting and rescue work, and put the work of flood control ideologically on the overall situation. Politics
