当前农民制度化政治参与水平低,非制度化政治参与频繁发生,归根结底,是由两对矛盾造成的:一是农民政治参与的强烈要求同现有体制所供给的利益表达机制不足和渠道不畅之间的矛盾;二是农民政治参与的行为同其自身素质水平较低之间的矛盾。这种制度供给不足与农村公民文化素质较低的状况相叠加,问题变得尤为严重。可以预见,如果没有制度建设上的努力,随着急剧的社会变革和阶层分化,这个困境将有加重之势。
At present, peasants have a low level of institutionalized political participation and frequent non-institutionalized political participation. In the final analysis, they are caused by two contradictions: First, the strong demand of peasants for political participation is not compatible with the inadequate channels and channels of interest expression provided by the existing institutions The contradiction between the two is the contradiction between peasant’s political participation behavior and its own low level of quality. The problem has become even more serious when the inadequate supply of such a system is superimposed with the low cultural quality of rural citizens. It is foreseeable that without institutional improvement efforts, with the rapid social change and stratification, this predicament will be aggravated.
