本文就吴佩孚洛阳开府时期（1920年6月—1924年9月）的幕府、练兵、外交等活动进行了探讨和分析。其洛阳之开府，将中国历史源远流长的幕府制度发展到一个“新”阶段；而其练兵甚力，旨在实施其“武力统一”之梦，但政治上逆潮流、专横；而外交上尚能维护国家地位，不愿仰人鼻息，甚至反抗帝国主义侵略行径，不失为一爱国军人。他反对工农运动和国民革命，血腥镇压二·七大罢工，则是其不能宽恕的历史罪责。
This article discusses and analyzes the activities of Wu Peifu in Luoyang Kai period (June 1920-September 1924) such as shogunate, military training and diplomatic activities.
