从１９９８ 年产生资产评估业务以来， １９９１ 年国务院９１号令和１９９２ 年《国有资产评估管理办法实行细则》的发布推动了资产评估的专业化、规范化、科学化进程。从１９９２ 年起，评估业务逐年增长；１９９５ 年以后，评估业务范围不断扩大，从国有资产单极走向多极，介入了集体、私有、境外投资等资产。１９９６ 年发布的《资产评估操作规范意见（ 试行）》有效地推动了业务质量的逐步提高
Since the asset valuation business was started in 1998, the promulgation of Decree No.91 of the State Council in 1991 and the Detailed Rules for the Implementation of the Measures for the Administration of State-owned Assets Valuation in 1992 have promoted the specialization, standardization and scientific process of assets appraisal. Since 1992, the assessment business has been increasing year by year. Since 1995, the scope of the assessment business has been constantly expanding. From unipolar to multi-polar state-owned assets, it has intervened in collective, private and overseas investment assets. The Opinions on Opinions on Operational Evaluation of Assets (Trial) promulgated in 1996 effectively promoted the gradual improvement of business quality
