嘉兴全区低洼圩荡田达90万亩以上,其中约有42万亩左右海拔在3.2公尺以下,春季临时地下水位在20—30厘米左右。这些低洼田常期受积水及地下水的影响,士壤糊烂,通气透水不良,结构很差,有效养分缺乏,不利作物生长,尤其对春花作物,威胁更大。在过去,一般都不种春花,即使种上了,也往往造成烂种、烂芽、烂根、多病等现象,产量极低,甚至颗粒无收。当时农民都说:“种种一大畈,牧收一萝担,镰刀一停息,嘴巴挂上壁”。
